The National Land Monetization Corporation (NLMC) has announced an e-auction of strategically located land parcels belonging to Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant, in Visakhapatnam, Andhra Pradesh. The initiative is aimed at unlocking the value of surplus public assets through a transparent and digitally enabled auction process.

A total of 459 land parcels covering 93,572.21 square yards will be offered for outright sale. According to the auction details, the properties carry clear and encumbrance-free government titles, offering prospective buyers an opportunity to acquire land in established and strategically important parts of Visakhapatnam.

Individual plots range from approximately 128.94 square yards to 2,728 square yards, providing options for different categories of buyers and potential uses. Quikr India Pvt. Ltd. (QIPL) has been appointed as the Transaction Consultant to support and facilitate the auction process.

Prime Properties in HB Colony and Auto Nagar

A significant portion of the portfolio is located in HB Colony, Maddilapalem, where 456 residential plots classified under the MIG/LIG categories are being offered. The plots are situated in an established urban locality with access to civic and social infrastructure.

The residential properties are connected through concrete approach roads ranging from 24 feet to 60 feet in width. Their proximity to National Highway 16 (NH-16) further enhances their accessibility and potential attractiveness to buyers.

Another key asset is located in Auto Nagar, Gajuwaka. The portfolio includes a contiguous 2,728-square-yard parcel in Block 2, situated around 0.5 km from NH-16. The location and size of the property make it particularly suitable for commercial, warehousing and logistics-related activities. Two additional residential plots in Block 3 are also included in the auction.

E-Auction Scheduled for October

The competitive bidding process will be conducted through the RailTel E-Nivida e-Procurement Platform. The auctions are scheduled to take place on October 12 and October 16, 2026.

Prospective bidders will be required to complete the prescribed online registration and KYC verification process before participating. An Earnest Money Deposit (EMD) of ₹2 lakh per plot has been fixed for participation. Interested buyers will have to submit the EMD and complete all necessary formalities within the timelines specified in the auction documents.

The auction portal and Request for Proposal (RFP) information are available at eauction.enivida.com.

Supporting Public Asset Monetisation

The initiative is in line with NLMC’s mandate to facilitate the monetisation of surplus land and non-core assets held by Central Public Sector Enterprises (CPSEs) and government entities. By bringing such assets to market through structured competitive bidding, the process seeks to improve asset utilisation while ensuring transparency and wider participation.

The digitally conducted auction is expected to provide eligible investors, developers and individual participants with an opportunity to acquire properties in established locations of Visakhapatnam.

About NLMC and RINL

NLMC is a 100% Government of India-owned enterprise under the administrative control of the Department of Public Enterprises (DPE), Ministry of Finance. It was established to undertake the monetisation of surplus land and non-core assets belonging to CPSEs and government organisations.

RINL, the corporate entity of Visakhapatnam Steel Plant, is a Navratna Central Public Sector Enterprise under the Ministry of Steel, Government of India. The land parcels being offered through the latest auction form part of RINL’s assets in Visakhapatnam.

The auction represents another step towards systematic monetisation of public-sector land assets, while opening opportunities for private participation in strategically located urban and commercial properties.
