Odisha is set to emerge as a major hub for science-led development as the Centre and the state government work towards integrating the state’s marine resources, biotechnology ecosystem, rare earth potential, space capabilities and scientific institutions. The roadmap was discussed by Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Dr. Jitendra Singh, with Odisha’s Cabinet Minister for Science & Technology, Shri Krushna Chandra Patra.
Focus on Marine Biotechnology and Life Sciences
The discussions covered a wide range of initiatives, including marine biotechnology, life sciences infrastructure, coastal and mineral resources, space applications, rare earth exploration and scientific infrastructure. A major decision was taken to expand the Institute of Life Sciences (ILS), Bhubaneswar, under the Department of Biotechnology, with the Odisha government set to provide an additional 50 acres of land.
The expansion is expected to strengthen research in biotechnology and life sciences and support initiatives under the Bio-E3 framework, which focuses on Biotechnology for Economy, Environment and Employment. Odisha’s extensive coastline and marine biodiversity could provide opportunities for biotechnology applications in healthcare, food, materials, environmental management and other emerging sectors.
Marine Research Network to Gain Momentum
A key component of the proposed roadmap is the Odisha Marine Biotechnology Research & Innovation Corridor (OMBRIC). The initiative brings together academic and research institutions across the state, including IIT Bhubaneswar, Berhampur University, Fakir Mohan University, NIT Rourkela, IISER Berhampur and the Institute of Life Sciences.
The next phase aims to strengthen coordination between this network and institutions under the Earth Sciences, CSIR and Biotechnology ecosystems. Such collaboration could accelerate research, technology development and industrial applications based on Odisha’s marine resources.
Dr. Jitendra Singh said the Eastern Coastal Region has significant potential to contribute to India’s emerging nuclear and marine development agenda. He emphasised the importance of moving beyond isolated institutional projects towards an integrated ecosystem connecting ocean resources, critical minerals, biotechnology, space technology and economic development.
Rare Earth Corridor to Support Strategic Industries
Odisha will also play an important role in the national rare earth strategy. The Union Budget 2026–27 has proposed dedicated Rare Earth Corridors in Odisha, Kerala, Andhra Pradesh and Tamil Nadu to promote mining, processing, research and manufacturing.
The state’s mineral resources and established scientific infrastructure provide a strong foundation for expanding rare earth exploration and processing capabilities. The initiative is expected to contribute to the development of domestic value chains for critical minerals and advanced materials, which are increasingly important for strategic and high-technology industries.
Space Technology and Manufacturing
The meeting also examined opportunities to strengthen Odisha’s space ecosystem through closer collaboration with ISRO. One proposal involves developing a Space Research and Manufacturing Centre through a public-private partnership model.
Such a facility could connect government agencies, research institutions and private industry, supporting space applications, technology development and manufacturing while creating new opportunities for innovation and investment in the state.
Deep-Sea Economy and Coastal Development
Odisha’s participation in the Deep Ocean Mission and its emerging deep-sea fisheries potential were also discussed. With its long coastline, the state can integrate ocean science, fisheries, marine technologies and coastal economic activities.
The Odisha Deep Sea Fishing Mission 2026–2036 is aimed at expanding offshore and deep-sea fisheries and creating stronger value chains around the marine economy. Greater coordination with scientific institutions could help ensure sustainable utilisation of marine resources.
Science City and Coastal Environment Initiatives
The proposed Science City in Odisha was highlighted as another important component of the state’s science ecosystem. It is expected to promote scientific awareness, experiential learning and innovation among young people.
The meeting also discussed Odisha’s participation in the forthcoming ‘Swachh Sagar, Surakshit Sagar’ campaign. Coastal districts will work with local administrations to encourage public participation in cleanliness drives and promote awareness about marine environmental protection.
Dr. Jitendra Singh and Shri Krushna Chandra Patra agreed that sustained Centre-State cooperation would be essential to advance these initiatives. By bringing together marine resources, biotechnology, rare earths, space technology and scientific infrastructure, Odisha can build a distinctive science-driven development model while contributing to India’s goals of technological self-reliance and sustainable resource utilisation.
