The Ministry of Textiles, Government of India, will organize a special showcase event under Reform Utsav 2026 in Hyderabad, Telangana, on 6 October 2026. The event will highlight a range of reforms undertaken by the Cotton Corporation of India Ltd. (CCI) and the Central Silk Board (CSB) to modernize India’s cotton and sericulture ecosystems through technology, digital services and stakeholder-focused interventions.
The Hyderabad programme is expected to bring together senior government officials, representatives of the Telangana government, policymakers, cotton farmers, industry bodies and other stakeholders associated with the textile value chain. The event will provide an opportunity to demonstrate how institutional and technology-driven reforms are improving service delivery and creating greater transparency for farmers and industry participants.
CCI’s Digital Transformation of Cotton Procurement
CCI, a public sector undertaking under the Ministry of Textiles, has introduced several reforms covering cotton procurement, farmer registration, digital slot booking, quality assessment, payments, traceability and sale processes. These measures are aimed at simplifying procedures, improving accountability and making the procurement system more accessible to cotton growers.
One of the key initiatives to be showcased is the Kapas Kisan digital platform, which brings multiple stages of the procurement process onto a digital interface. Farmer registration, slot booking, procurement-related communication and Aadhaar-enabled payments are among the services supported through the platform.
The reforms are intended to reduce paperwork and procedural hurdles while giving farmers better visibility into the procurement process. The initiative also strengthens coordination between farmers, CCI, ginners and other stakeholders in the cotton value chain.
The programme will include a presentation on CCI’s major reforms, followed by a short film highlighting their implementation and impact. Farmers and industry representatives will also share their experiences of the changes taking place on the ground.
Focus on Cotton Quality and Productivity
The event will highlight measures designed to improve the quality and marketability of Indian cotton. CCI has undertaken initiatives relating to contamination control, digital traceability and the promotion of premium-quality cotton under the Kasturi Cotton Bharat initiative.
The showcase will also cover the High-Density Planting System (HDPS) and other productivity-focused interventions being promoted in collaboration with agricultural institutions. Such measures are aimed at addressing productivity challenges, improving farm-level returns and enhancing the competitiveness of Indian cotton in domestic and international markets.
Central Silk Board Drives Sericulture Reforms
The Central Silk Board (CSB) will showcase its own reform initiatives aimed at making Indian sericulture more technology-driven and accessible. A major focus is the digitisation of services provided under the Silk Mark Scheme.
Since 2022–23, the Silk Mark Organisation of India has progressively shifted several services online, including registration, renewal, document processing, pre-inspection, payments, label indenting, record management and grievance redressal. The digital system now serves more than 7,000 authorised users and has helped reduce paperwork and physical visits while improving administrative efficiency and traceability.
Another major initiative is Mera Resham Mera Abhimaan (MRMA), a technology-transfer campaign launched in 2025 to take sericulture technologies from laboratories to farmers. Its first phase covered 129 districts across 26 States and Union Territories and reached around 75,000 farmers through more than 1,400 programmes.
The second phase, MRMA 2.0, has expanded its focus to 218 important sericulture districts contributing more than 95% of India’s raw silk production. It incorporates baseline surveys, stakeholder consultations, district-level development plans and need-based interventions supported by a digital portal.
Promoting Seri-Tourism
CSB will also showcase its Seri-Tourism concept, which combines sericulture, education, tourism and local economic development. The initiative seeks to present the complete “Soil-to-Silk” journey through museums, live demonstrations, technology displays, parks and product outlets.
Together, these initiatives reflect the Ministry of Textiles’ broader reform vision of strengthening the textile value chain from farm to fibre, fibre to factory, factory to fashion and fashion to foreign markets. Reform Utsav 2026 is expected to provide a platform for connecting policy reforms with field-level outcomes while encouraging stronger collaboration among farmers, government agencies, industry, MSMEs and knowledge institutions.
