The Government of India is set to launch Special Campaign 6 from October 2 to October 31, 2026, with a renewed focus on cleanliness, efficient record management and the reduction of pending government work. The annual initiative aims to strengthen the culture of cleanliness across government offices while ensuring that pending references, files and public grievances are addressed within a defined timeframe.
The campaign has been structured into three phases—preparation, implementation and evaluation—to ensure systematic planning, execution and assessment of outcomes across ministries and government departments.
The preparatory phase, being conducted from September 15 to 30, 2026, is focused on identifying areas requiring immediate attention. Ministries and departments are reviewing pending references from Members of Parliament, State Governments and inter-ministerial channels, along with Cabinet-related references. Pending matters from the Prime Minister’s Office, Parliamentary Assurances outstanding for more than three months, Public Grievances and Appeals are also being identified for targeted action.
Record management is another important component of the preparatory exercise. Government offices are reviewing physical and electronic records, identifying files that can be weeded out or closed, locating pending files and assessing scrap and redundant materials for disposal.
The implementation phase will run from October 2 to 31, 2026. This will serve as the principal action phase of Special Campaign 6, during which ministries and departments are expected to make concerted efforts to achieve the targets identified during preparation. Activities will include workplace cleanliness, removal and disposal of redundant materials, improved record management and the resolution of pending official matters.
A key priority of this year’s campaign is the effective collection, segregation and scientific disposal of e-waste generated in government offices. With increasing dependence on computers, electronic equipment and digital infrastructure, the campaign seeks to promote responsible management of discarded electronic items and ensure their systematic disposal.
Progress under the campaign will be monitored through a dedicated portal, with participating offices expected to provide information on their activities and achievements on a daily basis.
The evaluation phase will take place from November 16 to 30, 2026. During this period, the performance of ministries and departments will be reviewed, with emphasis on the targets achieved and the overall impact of the campaign. The assessment will help identify effective practices and areas requiring further improvement.
Special Campaign 6 builds on the experience and outcomes of Special Campaign 5, which focused on improving cleanliness and reducing pendency in government offices. The Ministry of Textiles recorded several significant outcomes during the previous campaign.
As part of Special Campaign 5, the Ministry of Textiles reviewed 19,376 physical files, of which 6,264 were weeded out. In addition, 274 e-files were closed, helping streamline record management and reduce the accumulation of outdated documentation. The exercise also resulted in the release of 25,498 square feet of office space.
The disposal of scrap and redundant materials generated revenue of approximately Rs. 11.35 lakh. Across its establishments, the Ministry successfully cleaned 200 sites, contributing to improved workplace conditions.
The ministry also reported progress in addressing pending official references and citizen-related matters. A total of 63 VIP references were resolved, while 44 Public Grievances pending at the beginning of the campaign were redressed, achieving the targeted disposal rate.
With Special Campaign 6, the Government aims to carry forward these practices while placing greater emphasis on scientific e-waste management, efficient record handling and timely disposal of pending matters. The Ministry of Textiles has reiterated its commitment to continuing the collective efforts undertaken during previous campaigns and contributing to the successful implementation of the nationwide cleanliness and pendency-reduction initiative.
