The Department of Consumer Affairs under the Ministry of Consumer Affairs, Food and Public Distribution has amended the Legal Metrology (Government Approved Test Centre) Rules, 2013, to strengthen India’s verification infrastructure for weights and measures and improve transparency in fuel dispensing systems.
Under the revised rules, the Government Approved Test Centres (GATCs) framework has been expanded to include verification and re-verification of five additional categories of fuel dispensing systems. These include Petrol and Diesel dispensers, CNG dispensers, LPG dispensers, LNG dispensers and Hydrogen dispensers.
With the latest amendment, GATCs are now authorised to verify a total of 23 categories of weights and measuring instruments under the Legal Metrology framework.
Boost to Clean Fuel Ecosystem
The inclusion of CNG, LNG and Hydrogen dispensing systems comes at a time when India is witnessing a growing shift toward cleaner and alternative fuels. The move is expected to improve accuracy in fuel delivery, ensure transparency in commercial transactions and support the expansion of clean fuel infrastructure across the country.
Government Approved Test Centres are authorised facilities equipped with technical expertise and infrastructure for verification and re-verification of specified weights and measures under the Legal Metrology Act and Rules. The framework allows qualified private laboratories and industries to participate in verification activities, helping to expand the country’s testing capacity and improve service accessibility.
Greater Flexibility for States
The amended rules also empower State Governments to notify additional categories of weights and measures for verification through GATCs based on local requirements. The Centre said this would help enhance verification services in different regions according to specific needs.
To improve administrative efficiency, officers of the rank of Joint Secretary and above have now been authorised to exercise powers under relevant provisions of the Rules, enabling faster processing of approvals and related matters.
Verification Fees Fixed
As per the amendment, the verification fee for Petrol and Diesel dispensers has been fixed at ₹5,000 per nozzle. For CNG, LPG, LNG and Hydrogen dispensers, the fee has been set at ₹10,000 per nozzle.
Officials said the expanded role of GATCs would strengthen India’s verification ecosystem, improve service delivery and reduce delays in certification and re-verification processes.
Focus on Consumer Protection
The reforms are also expected to allow State Legal Metrology Departments to focus more on inspection, enforcement activities and consumer grievance redressal. The initiative aligns with the Government’s vision of technology-driven governance, transparent trade practices and the Atmanirbhar Bharat mission.
The amendments are also aimed at aligning India’s metrology system with global best practices and recommendations of the International Organization of Legal Metrology (OIML).
Existing Categories Covered Under GATCs
Before the amendment, GATCs were authorised to verify 18 categories of instruments, including water meters, clinical thermometers, gas meters, energy meters, vehicle speed meters, moisture meters, breath analysers and flow meters, among others.
