The Central Bureau of Narcotics (CBN), Department of Revenue under the Ministry of Finance, Government of India, has entered into a Memorandum of Understanding (MoU) with Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya to intensify preventive drug-awareness initiatives, empower young people and expand community participation in efforts to build a healthy and substance-free society.
The MoU was signed at Mount Abu, Rajasthan, on September 18, 2026. The partnership is aimed at supporting the objectives of the Nasha Mukt Bharat Abhiyaan and advancing the broader vision of a drug-free India through sustained awareness campaigns, youth engagement and community-based interventions.
The agreement was signed by Shri Naresh Bundel, Deputy Narcotics Commissioner, Central Bureau of Narcotics, and Dr. Banarsilal Sah, Secretary of the Medical Wing of Brahma Kumaris. Dr. Dinesh Kumar Bisen, Narcotics Commissioner, Central Bureau of Narcotics, Gwalior, was also present during the signing ceremony.
Under the agreement, the two organisations will work together to design, conduct and assess preventive programmes focused on drug awareness, youth empowerment and community outreach. The collaboration will have particular operational emphasis on Madhya Pradesh, Rajasthan, Uttar Pradesh and Delhi.
A key focus of the partnership will be preventive education on the harmful effects of narcotic drugs and psychotropic substances. The programme will also provide information about counselling, rehabilitation and treatment options available to individuals affected by substance abuse.
The initiative will support a range of awareness activities, including seminars, symposiums, interactive workshops, multimedia exhibitions, awareness rallies, poster-design competitions and digital campaigns. These programmes will be conducted under the CBN’s Yuva Raksha initiative, with special attention to schools, colleges, universities, hostels, coaching centres and vocational training institutions.
The partnership also envisages outreach to rural communities and young people associated with agricultural and traditional cultivation areas. By taking preventive awareness programmes to educational institutions and communities, the initiative seeks to encourage young people to become active participants in building drug-free communities.
Life-skills education and emotional well-being will form another component of the collaboration. Activities such as stress management, meditation, yogic breathing, positive thinking and emotional self-regulation will be promoted as part of a holistic approach to preventing substance abuse.
Speaking at the event, Dr. Dinesh Kumar Bisen highlighted the importance of sustained community participation in tackling substance abuse. He underlined the need for continuous engagement with young people, educational institutions and local communities.
Dr. Bisen also outlined the activities undertaken under Operation Yuva Raksha, a CBN initiative focused on preventive awareness and youth engagement. The programme uses seminars, interactive sessions, rallies, competitions and digital campaigns to reach young audiences. It also seeks to encourage students and young professionals to serve as volunteer ambassadors and peer educators.
Brahma Kumaris representatives highlighted the potential role of value-based education, self-awareness, positive thinking, Rajyoga meditation, stress management and emotional wellness in encouraging healthier lifestyles. The organisation plans to involve its youth groups, students, teachers, women’s forums and community leaders in the awareness drive.
As part of the MoU, Brahma Kumaris will contribute its network of centres, volunteers, instructors, seminar facilities and spiritual counsellors. It will also support the promotion of the Yuva Raksha campaign through its institutional and digital platforms.
The agreement further provides for rural outreach, anti-drug observances at national and international levels, volunteer orientation and capacity-building programmes. All activities undertaken by Brahma Kumaris under the partnership will remain voluntary, educational and non-regulatory. Its participants will not undertake enforcement, investigation or policing responsibilities.
The collaboration brings together the CBN’s statutory expertise in narcotics-related matters and its preventive-awareness initiatives with the extensive community network and volunteer base of Brahma Kumaris. Through this partnership, both organisations aim to strengthen public awareness, encourage youth participation and support sustained community action against substance abuse.
