MSME Ministry Prepares for Special Campaign 6.0 with Focus on E-Waste and Citizen-Centric Governance

The Ministry of Micro, Small & Medium Enterprises (MSME) is preparing for Special Campaign 6.0, scheduled to be implemented from October 2 to 31, 2026, under the guidance of the Department of Administrative Reforms & Public Grievances (DARPG). The campaign will focus on improving cleanliness, workplace efficiency and citizen experience across government offices, while giving particular attention to the scientific management of electronic waste.

The campaign’s preparatory phase is underway from September 15 to 30, during which the Ministry is sensitising its offices and organisations, including those functioning at the field and outstation levels. Action plans are also being prepared to ensure coordinated implementation during the month-long campaign.

A key priority of Special Campaign 6.0 will be the effective collection, segregation and disposal of e-waste in accordance with the E-Waste (Management) Rules, 2022. The campaign will also place greater emphasis on field and outstation offices that have direct interaction with citizens. Ministries and departments, along with their attached and subordinate offices, autonomous bodies and public sector undertakings, are being brought within the campaign’s wider cleanliness and efficiency drive.

During the implementation phase, offices will undertake a range of activities covering cleanliness, e-waste management, digitisation, record review and weeding, space management and disposal of obsolete material. Special attention will also be given to reducing pendency in references and grievances, including Members of Parliament references, State Government references, Parliamentary Assurances, Prime Minister’s Office references and public grievances.

The MSME Ministry has cited the achievements of Special Campaign 5.0 as an important foundation for the upcoming exercise. During the previous campaign, the Ministry and its organisations reviewed 23,162 physical files and weeded out 4,280 files. The exercise helped free approximately 21,045 square feet of office space, while scrap material valued at ₹22.89 lakh was disposed of.

The previous campaign also resulted in substantial progress in addressing pending public matters. More than 81 per cent of MP references and 99 per cent of public grievances were cleared during the period. A total of 1,045 cleanliness campaigns were conducted by the Ministry and its organisations.

The participating organisations included the Office of the Development Commissioner (MSME), Khadi and Village Industries Commission (KVIC), Coir Board, National Small Industries Corporation (NSIC), National Institute for Micro, Small and Medium Enterprises (ni-msme), and Mahatma Gandhi Institute for Rural Industrialisation.

Following directions from DARPG to sustain the improvements achieved under Special Campaign 5.0, the Ministry continued cleanliness and pendency-reduction activities beyond the formal campaign period. Between November 2025 and September 2026, its organisations disposed of 22,365 public grievances, 4,850 public grievance appeals and 226 MP references.

During the same period, 626 physical files and 127 e-files were weeded out following review, resulting in the release of around 1,167 square feet of office space. Ministry officials have also visited field offices and institutions to sensitise personnel and assess progress in implementing the campaign-related activities.

With Special Campaign 6.0, the MSME Ministry aims to build on these efforts by combining cleanliness with better records management, responsible e-waste disposal, digitalisation and faster disposal of pending matters. The initiative is intended to strengthen workplace efficiency while making government offices more responsive and accessible to citizens.

The Ministry and its organisations have reiterated their commitment to carrying forward the momentum generated through earlier campaigns and implementing Special Campaign 6.0 with sustained focus on cleanliness, efficiency, environmental responsibility and citizen-centric governance.
