The Prime Minister’s Employment Generation Programme (PMEGP), a flagship initiative of the Ministry of Micro, Small and Medium Enterprises (MSME), is playing an important role in promoting self-employment and encouraging entrepreneurship across India. Implemented by the Khadi and Village Industries Commission (KVIC), the scheme supports the establishment of new micro-enterprises in the non-farm sector, particularly in rural and semi-urban areas.
Through financial assistance in the form of Margin Money (MM) subsidy linked to bank-sanctioned loans, PMEGP helps aspiring entrepreneurs overcome one of the major challenges faced while setting up a business—access to affordable finance. The programme has emerged as an important mechanism for converting entrepreneurial aspirations into sustainable income-generating enterprises.
Since financial year 2014-15, approximately 8.12 lakh micro-entrepreneurs have received Margin Money subsidy amounting to Rs. 24,398.61 crore under PMEGP. These enterprises are estimated to have generated sustainable employment opportunities for around 73.08 lakh people, highlighting the scheme’s contribution to employment generation and grassroots economic development.
Supporting First-Generation Entrepreneurs
PMEGP is particularly significant for individuals seeking to establish their first business ventures. One such example is Skinkaanti Ayurveda, founded by Smt. Pooja Sharma in Parwanoo, Himachal Pradesh. The enterprise began with a project cost of Rs. 25 lakh and financial support from the State Bank of India. It has since grown into a major handmade soap manufacturing enterprise, recording an annual turnover of around Rs. 30 crore.
The enterprise currently provides employment to approximately 300 people, with women accounting for about 95 per cent of its workforce. Skinkaanti Ayurveda combines Ayurvedic principles with modern scientific methods and has introduced improvements in manufacturing efficiency and cost reduction. Its products are distributed across different parts of the country through retail and institutional channels.
Another notable example is M/s Ess Pee Quality Products, established by Shri Surender Pal Singh Nagi in Mohali, Punjab. The enterprise started with a project cost of Rs. 21 lakh and was financed by Bank of Baroda. It has expanded into a food-processing business with an annual turnover of around Rs. 38 crore and provides employment to nearly 130 people.
The company manufactures products including honey, cookies and fruit jams and has expanded its market internationally, exporting to 26 countries, including the United States, Australia and France. Its achievement of AA+ BRCGS certification reflects its focus on quality and food-safety standards required for competing in international markets.
Strengthening Inclusive Economic Growth
The experiences of PMEGP beneficiaries illustrate how targeted financial support can help micro-enterprises move from the initial stage of establishment towards expansion and market development. Such enterprises contribute not only to self-employment but also to local job creation, particularly in areas where formal employment opportunities may be limited.
By supporting new entrepreneurs across the non-farm sector, PMEGP is contributing to the broader objectives of entrepreneurship development, employment generation and inclusive economic growth.
