The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the establishment of the Integrated Transport & Logistics Authority (ITLA) as a Special Purpose Vehicle (SPV) aimed at improving coordination, research, planning and monitoring across India’s transportation and logistics sectors.
The proposed authority is intended to address longstanding challenges arising from fragmented planning and implementation among different transport ministries, departments and agencies. By bringing multiple modes of transport within a coordinated planning framework, ITLA is expected to support more integrated development of roads, railways, ports, shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics infrastructure.
ITLA to Serve as National Apex Institution
ITLA will function as a national-level institution for integrated transport and logistics planning. Its responsibilities will include research, technical project appraisal, monitoring, policy support and data analytics. The authority will also help strengthen institutional capacity in the transport sector and facilitate greater coordination among various stakeholders.
One of its major responsibilities will be the preparation of a National Transport Master Plan with a planning horizon of at least ten years. The plan will provide a broad framework for coordinated development across different modes of transportation and is expected to promote multimodal connectivity and more efficient infrastructure utilisation.
The authority will also examine short-term sectoral plans, generally covering around five years, along with annual plans prepared by transport ministries. This assessment will help ensure that individual sectoral initiatives remain aligned with the broader objectives of the National Transport Master Plan.
Technical Appraisal and Project Monitoring
Under the proposed framework, ITLA will undertake the technical appraisal of Government of India infrastructure projects costing ₹500 crore or more in the transport sector. Financial appraisal, however, will continue through the existing financial appraisal mechanisms.
ITLA will also monitor the implementation of transport and infrastructure projects above the ₹500-crore threshold. It will provide a coordinated mechanism for identifying and addressing implementation-related issues. Following completion of projects, the authority will undertake impact assessments to examine their outcomes and effectiveness.
Unified Transport Data Repository
A significant component of ITLA’s mandate will be the creation of a National Transport Data Repository (NTDR). The repository will bring together relevant datasets from multiple sources to support evidence-based transport planning and decision-making.
Potential data sources include GSTN e-way bill information, FASTag, Vahan, GPS-based systems, urban traffic management platforms and other relevant databases. ITLA will use advanced data analytics for applications such as freight-flow analysis and origin-destination studies, helping policymakers understand movement patterns and improve infrastructure planning.
Support for Logistics Policy and Innovation
ITLA will also advise and assist in the review and updating of the National Logistics Policy, 2022. The authority will promote capacity building, training and skill development within the logistics sector, while encouraging research and innovation in transportation and logistics.
The integrated approach is expected to strengthen collaboration between government agencies and facilitate the adoption of international best practices. It will also support the development of institutional capabilities in areas such as big-data integration, project evaluation, infrastructure monitoring and research.

The establishment of ITLA is positioned as part of India’s broader efforts to develop an efficient and interconnected transport ecosystem. Greater multimodal coordination can help improve infrastructure utilisation, streamline logistics operations and support efforts to reduce logistics costs.
By integrating planning, data, technical assessment and project monitoring under a coordinated institutional framework, ITLA is expected to contribute to stronger transport infrastructure and improved logistics competitiveness.
The initiative is also aligned with India’s long-term Vision 2047, with the proposed authority expected to play a role in strengthening multimodal connectivity and building a more coordinated, data-driven and sustainable transportation system.
