The Department of Investment and Public Asset Management (DIPAM) has taken a significant step towards strengthening cleanliness and environmentally responsible waste management in government offices by engaging MSTC Limited for the scientific handling and disposal of electronic waste generated within the department.
The initiative forms part of the Government of India’s Special Campaign 6, scheduled to be conducted from 2 October to 31 October 2026. The campaign places particular emphasis on improving cleanliness in government workplaces, reducing pending matters and ensuring the efficient and sustainable management of resources. One of its key focus areas is the effective collection, segregation and disposal of electronic waste (e-waste).
MSTC Limited, a Miniratna Category-I Central Public Sector Enterprise under the Ministry of Steel, will support DIPAM in managing obsolete and discarded electronic equipment. The engagement is aimed at ensuring that e-waste generated in the department is collected, segregated and disposed of through an organised and environmentally responsible mechanism.
Electronic waste includes a wide range of discarded electrical and electronic equipment. In government offices, such waste may include outdated computers, printers, servers, information technology equipment and other electronic assets that have reached the end of their useful life. Improper disposal of such materials can create environmental concerns and may also result in the loss of recoverable resources.
Under the new arrangement, MSTC’s specialised e-auction platform will facilitate the transparent disposal of obsolete electronic assets. The system is intended to provide a structured process for handling government-owned equipment while maintaining compliance with applicable rules and procedures.
The disposal process will also support the channelisation of e-waste towards authorised recyclers. This is important for ensuring that discarded electronic equipment is processed through appropriate recycling and recovery mechanisms rather than being disposed of through unregulated channels. Such an approach can help recover valuable materials from waste while reducing the environmental impact associated with improper handling.
The initiative is being undertaken in accordance with the E-Waste (Management) Rules, 2022, notified by the Ministry of Environment, Forest and Climate Change. These rules provide the regulatory framework for the management of electronic waste and promote environmentally sound collection, recycling and disposal practices.
Apart from addressing environmental concerns, the initiative is expected to contribute to more efficient utilisation of government office space. The removal of obsolete electronic equipment can help departments clear unused assets and make better use of available premises. The e-auction mechanism can also generate revenue for the Government from the disposal of eligible obsolete assets.
The DIPAM initiative reflects the broader objectives of Special Campaign 6, which seeks to institutionalise cleanliness and improve workplace efficiency across government offices. Alongside cleanliness, the campaign encourages departments to focus on the disposal of pending matters, better record management, efficient use of office space and responsible handling of waste.
By adopting a structured system for electronic waste management, DIPAM is seeking to integrate environmental responsibility into its routine administrative practices. The collaboration with MSTC is expected to provide a transparent mechanism for the disposal of obsolete IT and electronic assets while ensuring that recyclable materials are directed towards appropriate recovery channels.
The initiative therefore brings together multiple objectives—cleaner government workplaces, responsible management of electronic waste, better utilisation of office space, regulatory compliance and recovery of value from obsolete assets. It also supports the Government’s broader efforts to promote sustainable practices within public administration.
DIPAM’s engagement with MSTC under Special Campaign 6 demonstrates the department’s focus on making cleanliness and sustainable resource management an integral part of its institutional functioning. The scientific disposal of e-waste is expected to contribute to cleaner offices while supporting environmentally responsible waste management practices across government establishments.
