The Government of India is set to launch Special Campaign 6 from 2 October to 31 October 2026, with a renewed focus on cleanliness, reduction of pendency in government offices and improved management of official records. The campaign will also promote better utilisation of office space and environmentally responsible disposal of electronic waste generated across government establishments.
The annual initiative seeks to strengthen cleanliness and record-management practices in government offices while ensuring that pending matters are addressed within defined timelines. This year, the campaign places particular emphasis on the systematic collection, segregation and scientific disposal of e-waste, reflecting the need for responsible management of discarded electronic equipment.
Three-Phase Campaign
Special Campaign 6 is being implemented through three distinct phases. The Preparatory Phase, which began on 15 September and will continue until 30 September 2026, focuses on identifying targets and preparing departments and offices for the implementation stage.
During this phase, departments are identifying pending matters that require time-bound disposal. These include references received from Members of Parliament and State Governments, inter-ministerial references such as Cabinet Notes, matters referred by the Prime Minister’s Office, Parliamentary Assurances pending for more than three months, as well as Public Grievances and Appeals.
The preparatory exercise also covers a comprehensive review of files and records. Departments are undertaking recording and weeding of files, closing eligible e-files and identifying scrap, obsolete equipment and other redundant materials for disposal.
The Implementation Phase, scheduled from 2 October to 31 October, will see government offices carrying out cleanliness drives and implementing the targets identified during the preparatory period. Offices will undertake the scientific disposal of e-waste and other redundant materials while simultaneously working towards the time-bound clearance of pending references.
The campaign will conclude with the Evaluation Phase, scheduled from 16 November to 30 November 2026. During this stage, Ministries and Departments will assess the work completed, review outcomes and evaluate the overall impact of the campaign.
Focus on Responsible E-Waste Management
Scientific e-waste management is among the major priorities of Special Campaign 6. Government offices generate electronic waste through the replacement and disposal of computers, electronic equipment and other devices. The campaign seeks to ensure that such waste is properly collected, segregated and disposed of through environmentally responsible processes.
The concerned Department is undertaking preparatory measures to establish systematic mechanisms for handling e-waste during the implementation phase. The initiative is expected to complement broader efforts towards cleaner and more efficiently managed government workplaces.
Department of Commerce Performance During Special Campaign 5
The upcoming campaign builds on the results achieved during Special Campaign 5. The Department of Commerce reviewed 88,385 physical files during the previous campaign and weeded out 46,255 files as part of its record-management exercise.
The systematic review and disposal of records helped free approximately 36,005 square feet of office space, contributing to more efficient utilisation of government premises.
The campaign also generated around Rs. 70 lakh through the disposal of scrap and other redundant materials. In addition, cleanliness activities were carried out at 277 sites under the Department.
These measures contributed to improved cleanliness, organised record management and better utilisation of office infrastructure.
With Special Campaign 6, the Government aims to further institutionalise these practices across its offices. The campaign combines cleanliness with administrative efficiency by linking the disposal of pending matters, systematic record management, responsible e-waste handling and optimal use of office space. The initiative is expected to reinforce a culture of timely action, cleanliness and environmentally responsible practices across government establishments.
