DPIIT to Undertake Special Campaign 6.0 from October 2 to Strengthen Cleanliness and Office Efficiency

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, is set to undertake Special Campaign 6.0 from October 2 to 31, 2026, with a broad focus on cleanliness, reducing pendency, improving record management and promoting sustainable practices across government offices.

The campaign will cover DPIIT and all 19 attached, subordinate and autonomous organisations under its administrative control, including their field and branch offices located across the country. The initiative aims to institutionalise Swachhata as a regular workplace practice while improving the efficiency, functionality and sustainability of government premises.

The campaign is being implemented in two phases. The Preparatory Phase, from September 15 to 30, 2026, is focused on identifying campaign targets, reviewing records and pending references, and making preparations for cleanliness drives, disposal of obsolete materials and other activities planned during the main campaign.

Special Campaign 6.0 will seek to achieve saturation of cleanliness across office premises and surrounding areas. Alongside cleanliness, emphasis will be placed on timely disposal of pending references, systematic review and weeding of records in accordance with applicable retention schedules, and better utilisation of available office space.

The campaign will also give increased attention to e-waste management. DPIIT organisations will focus on identifying, segregating, collecting and disposing of electronic and electrical waste through authorised agencies. The initiative is intended to ensure environmentally responsible handling of obsolete electronic equipment while contributing to cleaner and better-organised workplaces.

DPIIT’s experience during Special Campaign 5.0 provides a foundation for the latest campaign. During the previous campaign, the Department reviewed 1,572 physical files, of which 1,119 files were weeded out in accordance with prescribed record-retention procedures. Disposal of obsolete records and scrap resulted in the release of 11,235 square feet of office space and generated revenue of ₹17,69,569.

The Department also worked on identified pendency targets, including the disposal of public grievances and public grievance appeals. It further identified areas where rules and procedures could be simplified, supporting efforts to improve administrative efficiency and responsiveness.

Building on these achievements, Special Campaign 6.0 will place greater emphasis on sustainable and long-term workplace improvements. Key activities will include disposal of obsolete and unserviceable items, segregation of scrap, release and optimum utilisation of office space, improvement of workplace aesthetics and functionality, and adoption of environmentally responsible practices.

A notable component of the campaign will be the promotion of innovative and replicable solutions based on sustainability and circular-economy principles. One such example is the “Waste to Wealth” initiative of the Indian Rubber Material Research Institute (IRMRI), an autonomous organisation under DPIIT.

Under this initiative, discarded rubber scrap was used in the construction of a road section and access road through Waste Rubber Tiles and Crumb Rubber Cement Concrete (CRCC). The cement-concrete mix incorporated approximately 10–15 per cent waste rubber particles. The resulting road was scientifically monitored for parameters such as strength, elasticity and durability.

DPIIT intends to encourage similar innovative approaches during Special Campaign 6.0 wherever they are technically feasible and suitable for wider adoption.

Through the month-long campaign, DPIIT and its organisations will work towards strengthening a culture of cleanliness, efficiency, accountability and good governance. The Department also aims to ensure that improvements achieved during the campaign continue beyond October, helping create cleaner, more efficient, sustainable and citizen-centric government workplaces.
