India and MERCOSUR Begin Talks to Expand Preferential Trade Agreement

India and the Southern Common Market (MERCOSUR) have announced the launch of negotiations to expand their existing Preferential Trade Agreement (PTA), marking a fresh step towards strengthening economic and commercial ties between India and the South American trade bloc.

The announcement was made jointly by Union Minister of Commerce and Industry Piyush Goyal and Uruguay’s Minister of Foreign Affairs Mario Lubetkin, who is representing MERCOSUR in the exercise of its Pro Tempore Presidency. The decision reflects the shared interest of both sides in widening the scope of their existing trade relationship and creating new opportunities for businesses.

The proposed expansion is aimed at taking India-MERCOSUR economic engagement to a broader level by bringing additional areas of mutual interest within the framework of the trade agreement. The initiative is expected to provide greater market access and facilitate increased commercial exchanges between India and the MERCOSUR member countries.

The existing India-MERCOSUR Preferential Trade Agreement provides a framework for preferential market access for selected products traded between the two sides. With changing global trade patterns and growing opportunities across emerging markets, both partners are now seeking to strengthen the arrangement and make it more comprehensive.

According to the understanding reached between India and MERCOSUR, the expanded agreement will focus on areas that can deliver tangible benefits to the private sectors of both sides. A wider agreement could help businesses explore new markets, diversify trade destinations and develop stronger commercial partnerships.

India has been seeking to deepen its economic engagement with Latin American economies as part of its broader strategy to expand international trade and build resilient supply chains. MERCOSUR, comprising Argentina, Brazil, Paraguay and Uruguay, represents an important regional economic grouping and provides access to a substantial South American market.

The proposed negotiations are also significant in the context of India’s efforts to enhance trade with regions beyond its traditional markets. Greater economic engagement with MERCOSUR could create opportunities for Indian exporters across sectors while supporting increased imports of products and resources that complement India’s domestic requirements.

For MERCOSUR countries, stronger economic engagement with India could provide opportunities to access one of the world’s major and fastest-growing economies. An expanded trade framework could also encourage businesses on both sides to explore new areas of cooperation and investment.

At present, India and MERCOSUR are working towards finalising the Terms of Reference (ToR) for the negotiations. The ToR will establish the scope, structure and key parameters that will guide discussions on the future expanded agreement.

Finalising the ToR will be an important preliminary step before substantive negotiations progress. It is expected to provide clarity on the areas to be covered and establish a structured framework for both sides to identify priorities and negotiate mutually beneficial outcomes.

The launch of the expansion process underscores the commitment of India and MERCOSUR to further deepen their economic relationship. By broadening the existing PTA, both sides aim to create a more favourable environment for trade and business and unlock additional opportunities for their respective private sectors.

The initiative comes at a time when countries and regional blocs are increasingly focusing on diversified trade partnerships, stronger supply chains and wider access to international markets. For India and MERCOSUR, the proposed expansion could serve as a platform for closer economic cooperation and greater integration between their markets.

As the Terms of Reference are finalised, the two sides are expected to move towards detailed negotiations on the proposed expansion. The process will determine the specific areas and commitments that could form part of the enhanced India-MERCOSUR trade arrangement.

The announcement therefore represents an important development in India’s engagement with South America and signals a shared intention to build on the existing trade framework. The expanded agreement, once negotiated and concluded, could provide businesses with wider opportunities while contributing to stronger and more diversified economic ties between India and MERCOSUR.
