The Department of Commerce has initiated a fresh round of consultations with industry leaders and policymakers to strengthen India’s position in the global electronics manufacturing ecosystem and accelerate exports. A high-level Chintan Shivir, organised at Bharat Mandapam in New Delhi, brought together senior government officials, export promotion councils, electronics manufacturers and industry experts to discuss policy reforms and long-term strategies for making India a leading electronics export hub.

The event was jointly organised by the Department of Commerce under the Ministry of Commerce & Industry in collaboration with the Mobile and Electronic Devices Export Promotion Council (MEDEPC), the Electronics and Computer Software Export Promotion Council (ESC), and the Telecom Equipment and Services Export Promotion Council (TEPC).

Focus on Building a Global Electronics Manufacturing Hub

Addressing the gathering, Commerce Secretary Rajesh Agrawal highlighted the growing importance of global value chains (GVCs) in the electronics industry. He noted that India’s policy framework must offer consistency and long-term predictability to attract international manufacturers and encourage them to expand operations in the country.

He pointed out that policies designed for serving the domestic market may not always meet the requirements of export-oriented manufacturing. The objective of the Chintan Shivir, he said, was to facilitate meaningful dialogue among stakeholders and develop balanced, practical and implementable policy recommendations that strengthen India’s competitiveness while benefiting the entire electronics ecosystem.

Roadmap for USD 150 Billion Electronics Exports

One of the key sessions at the event focused on India’s ambition to achieve USD 150 billion in electronics exports by 2030. Presentations outlined opportunities across high-growth product segments such as smartphones, servers, specialty electronics and electronic components.

Experts discussed the importance of strengthening the semiconductor ecosystem, improving supply chain resilience and expanding India’s participation in global production networks. The sessions also explored policy measures that could help domestic manufacturers move up the value chain while increasing exports to international markets.

The discussions underlined the need for strategic interventions to improve manufacturing efficiency, enhance competitiveness and create a robust ecosystem capable of supporting sustained export growth.

Industry Seeks Better Trade Facilitation

An interactive open house formed one of the major highlights of the Chintan Shivir, allowing industry representatives to engage directly with senior officials from the Department of Commerce.

Participants stressed the importance of integrating micro, small and medium enterprises (MSMEs) into global value chains, which account for nearly 90 per cent of worldwide electronics trade. Industry leaders observed that greater participation by MSMEs would strengthen domestic supply chains and enable them to emerge as reliable suppliers to large global manufacturers.

Stakeholders also called for harmonisation of Harmonised System (HS) Codes and closer coordination with Customs authorities to minimise product classification issues that often delay exports. Simplifying export procedures and ensuring regulatory clarity were identified as key measures to improve India’s competitiveness in international markets.

Export Promotion Beyond Manufacturing

Special Secretary Suchindra Misra emphasised that expanding electronics exports would require more than manufacturing capacity alone. He said Indian products must also gain stronger visibility in overseas markets through targeted branding and marketing initiatives.

He further highlighted the role of capacity building for exporters. As the Indian Institute of Foreign Trade (IIFT) develops specialised training programmes, industry feedback would play an important role in improving courses related to trade agreements, market access and changing global demand trends.

According to officials, enhancing exporters’ understanding of international trade rules and market opportunities will be essential for sustaining long-term export growth.

Wide Participation Across Electronics Industry

The Chintan Shivir witnessed participation from senior government officials, including Special Secretary Suchindra Misra, Director General of Foreign Trade (DGFT) Lav Agarwal, Joint Secretaries Manish Chadha and Vimal Anand, along with representatives from various Central and State Government departments.

Leading companies from across the electronics value chain—including Apple, Samsung, Foxconn, Tata Electronics, Dixon Technologies, Amber Enterprises, Micromax, Syrma SGS Technology, Aequs, Bora Exim and boAt—also joined the deliberations. Their inputs covered manufacturing challenges, investment opportunities, export facilitation and policy support required to strengthen India’s electronics sector.

The event concluded with a collective commitment from the government and industry to continue structured consultations and translate the recommendations into actionable policy initiatives. The consultations are expected to support India’s efforts to deepen integration with global value chains, strengthen domestic manufacturing capabilities and accelerate export-led growth in the electronics sector.
