The Ministry of Micro, Small and Medium Enterprises (MSME) is reinforcing confidence among India’s small businesses through its Online Dispute Resolution (ODR) Portal, a digital platform that enables faster, transparent and cost-effective settlement of commercial disputes. Recent success stories from Mumbai and Kolkata demonstrate how the initiative is helping enterprises recover long-pending dues while promoting ease of doing business.
Developed under the Raising and Accelerating MSME Performance (RAMP) Programme, the MSME ODR Portal provides an online mechanism for resolving payment-related disputes, reducing dependence on lengthy legal proceedings and encouraging amicable settlements between buyers and suppliers.
Swift Recovery for Mumbai-Based Enterprise
One notable example is Zeedesign Engineering Pvt. Ltd., a Mumbai-based Udyam-registered micro enterprise. The company, led by Director Pragya Verma, recovered outstanding dues of ₹21.06 lakh after approaching the MSME ODR Portal.
According to the Ministry, the dispute was resolved within just 24 hours of filing the petition, with both parties arriving at an amicable settlement. The rapid resolution allowed the enterprise to restore its cash flow without engaging in prolonged litigation, highlighting the efficiency of the digital dispute resolution mechanism.
The case underscores the growing role of technology-driven governance in improving financial resilience for micro and small enterprises while ensuring timely payments.
Kolkata Firm Resolves Long-Pending Payment Dispute
Another success story comes from Kolkata-based M/S Shiva Chemicals, an Udyam-registered micro enterprise that had been struggling to recover payments from a public sector buyer despite repeated follow-ups.
The company approached the MSME ODR Portal and filed its claim before the Micro and Small Enterprises Facilitation Council (MSEFC) under the provisions of the MSMED Act, 2006.
The intervention resulted in a mutually agreed settlement, enabling the enterprise to recover ₹4,99,184 against two pending invoices. Following the successful resolution, the case was voluntarily withdrawn, demonstrating how digital dispute resolution can help businesses resolve conflicts efficiently while preserving commercial relationships.
Digital Platform for Faster Commercial Justice
The MSME ODR Portal has been introduced to provide micro and small enterprises with an accessible and affordable mechanism for resolving commercial disputes, particularly delayed payment cases.
The platform seeks to reduce procedural delays by enabling online negotiations, mediation, conciliation and arbitration. Instead of pursuing lengthy court proceedings, businesses can engage with buyers through structured digital communication aimed at reaching mutually beneficial settlements.
The initiative supports the Government’s broader objectives of strengthening the MSME ecosystem, improving liquidity for small businesses and promoting transparent governance.
Encouraging Settlement Before Formal Proceedings
One of the portal’s distinctive features is its pre-MSEFC negotiation mechanism, which encourages parties to resolve disputes before they require formal intervention by the Facilitation Council.
Through this digital process, buyers and suppliers can exchange information, discuss concerns and negotiate possible solutions in a non-adversarial environment. This not only saves time and legal costs but also helps preserve long-term business relationships.
To assist participants, the platform also offers a Digital Guided Pathway, which analyses the nature of the dispute and provides an indication of its likely outcome. By giving both parties greater clarity regarding their legal position, the feature promotes informed decision-making and realistic settlements.
When disputes are settled during the pre-MSEFC stage, businesses receive quicker resolutions while Facilitation Councils are able to focus their resources on more complex cases requiring formal adjudication.

Designed with ease of use in mind, the MSME ODR Portal features a user-friendly interface, simplified workflows and support for multiple vernacular languages, making it accessible to entrepreneurs across the country irrespective of their digital proficiency.
For disputes requiring formal proceedings, the platform enables online conciliation and arbitration before the MSEFC, reducing geographical barriers and minimizing procedural delays.
By digitizing dispute resolution, the Ministry aims to create a more efficient and inclusive ecosystem where MSMEs can safeguard their financial interests without incurring significant legal expenses.
