Kerala’s MSME Technology Centre Project Moves Ahead as EPC Tender Finalised

The long-awaited MSME Technology Centre at Technocity in Pallippuram has taken a significant step towards becoming a reality with the finalisation of the Engineering, Procurement and Construction (EPC) tender. The development clears the way for the commencement of one of Kerala’s most ambitious projects aimed at strengthening advanced manufacturing capabilities, technological innovation and industry-focused skill development.

The project, to be established under the Union Ministry of Micro, Small and Medium Enterprises (MSME), is expected to transform the state’s industrial landscape by providing cutting-edge infrastructure, technical support and training facilities for enterprises and aspiring professionals.

Dianka Industries Emerges as Successful Bidder

According to the financial evaluation report issued by IRCON International Ltd on June 22, Dianka Industries Pvt Ltd has emerged as the successful bidder for the project. The company was the sole participant in the tender process and submitted a bid worth Rs 73.52 crore, approximately 8.10 per cent lower than the estimated project cost of Rs 80 crore.

The report states that the contract has been awarded to the company, subject to the approval of the competent authority. IRCON International Ltd has been entrusted with the overall execution of the project.

The EPC contract includes not only the construction of the technology centre but also the maintenance of the facility for two years during the defect liability period, ensuring quality and operational stability after completion.

Centre to Be Established at Technocity

The MSME Technology Centre will be developed on land allotted at Technocity, the Phase IV expansion campus of Technopark in Pallippuram near Thiruvananthapuram.

The strategic location places the centre within one of Kerala’s fastest-growing technology corridors, allowing it to benefit from close proximity to emerging research institutions, IT companies and innovation-driven industries.

Once operational, the facility is expected to serve as a catalyst for industrial growth by offering advanced technological infrastructure and support services to micro, small and medium enterprises across the region.

Focus on Industry 4.0 and Advanced Technologies

The proposed centre has been designed to address the evolving technological requirements of Indian manufacturing. It will focus on advanced manufacturing technologies, automation, robotics, precision engineering, product design and rapid prototyping.

In addition to manufacturing support, the centre will provide testing and calibration facilities, consultancy services, business advisory assistance and technical guidance to MSMEs seeking to improve product quality and competitiveness.

The initiative is expected to help local industries adopt Industry 4.0 practices, enabling businesses to integrate digital technologies, smart manufacturing processes and automation into their operations.

Strengthening Skills for Future Industries

A key objective of the project is to bridge the gap between industry requirements and workforce skills.

The technology centre will offer specialised training programmes for engineering graduates, diploma holders and Industrial Training Institute (ITI) students. These industry-oriented courses will focus on modern manufacturing techniques, digital technologies and emerging industrial applications, helping create a skilled workforce capable of meeting the demands of high-technology sectors.

By combining practical training with access to sophisticated equipment, the facility aims to improve employability while supporting innovation-driven entrepreneurship.

Part of National MSME Infrastructure Expansion

The Pallippuram project is part of the Union government’s nationwide programme titled “Establishment of New Technology Centres/Extension Centres.”

The ambitious scheme seeks to establish 20 new Technology Centres and 100 Extension Centres across the country with a total financial outlay of Rs 3,500 crore.

The initiative is intended to strengthen the competitiveness of India’s MSME sector through technology upgradation, research support, product development and skilled manpower creation. By expanding access to advanced infrastructure, the programme aims to enable smaller enterprises to compete effectively in both domestic and international markets.

Boost to Kerala’s Emerging Innovation Ecosystem

Industry observers believe the upcoming MSME Technology Centre will significantly strengthen Kerala’s expanding high-technology ecosystem.

Technocity is already witnessing the development of several strategic projects, including the Kerala Space Park, Digital Science Park and other major IT infrastructure initiatives. The addition of the MSME Technology Centre is expected to create valuable synergies between research institutions, technology companies, startups and manufacturing industries.

Experts say the facility will particularly benefit sectors such as aerospace, defence, electronics, medical devices, precision manufacturing and industrial automation. It is also expected to encourage innovation, improve productivity and support the growth of globally competitive MSMEs.

With the EPC tender now finalised, the project has entered an important implementation phase. Once completed, the MSME Technology Centre is expected to become a key driver of industrial innovation, technology adoption and skill development, further strengthening Kerala’s position as an emerging destination for advanced manufacturing and knowledge-based industries.
