Union Minister of Commerce and Industry Piyush Goyal has concluded a five-day diplomatic and business outreach visit to Spain, Belgium, Finland and Estonia, reinforcing India’s commitment to expanding economic ties with Europe. Accompanied by a high-level business delegation, the Minister’s engagements from July 13 to 18 focused on boosting trade, attracting investments, enhancing technology collaboration and encouraging stronger business partnerships across key sectors.
The visit comes at a significant time, following the successful conclusion of negotiations for the India-European Union Free Trade Agreement (FTA). The discussions across the four countries reflected a shared determination to accelerate implementation of the agreement while unlocking new opportunities in manufacturing, digital technologies, innovation and sustainable development.
Spain Focuses on Trade Expansion and Digital Payments
The visit began in Spain, where Shri Goyal held meetings with senior government leaders, including First Vice-President and Minister of Economy, Trade and Business Carlos Cuerpo Caballero and Minister of Industry and Tourism Jordi Hereu Boher.
Both countries agreed to deepen institutional engagement by exploring an annual India-Spain Joint Commission meeting with participation from industry representatives. Spain also proposed creating a dedicated “India Team” to strengthen bilateral business cooperation.
Digital payments emerged as another major area of collaboration, with both sides agreeing to advance technical discussions on linking India’s Unified Payments Interface (UPI) with Spain’s Bizum platform. The leaders also explored partnerships in automobiles, pharmaceuticals, renewable energy, textiles, tourism, chemicals and infrastructure.
Speaking at the India-Spain Business Forum, Shri Goyal unveiled an ambitious “10×10×10” vision aimed at increasing bilateral trade, investments and tourism tenfold over the next decade through closer business collaboration.
India-EU Trade Dialogue Gains Momentum in Brussels
In Brussels, the Minister co-chaired the third India-EU Trade and Technology Council (TTC) Ministerial Meeting, where both sides adopted the 2026-27 TTC Action Plan. The meeting also resulted in the approval of 21 additional Indian fishery establishments for exports to the European Union, raising the total number of approved facilities to 625.
Shri Goyal held separate discussions with senior European Union leaders, including European Council President António Costa, Trade Commissioner Maroš Šefčovič, Climate Commissioner Wopke Hoekstra, Agriculture Commissioner Christophe Hansen and European Parliament trade committee chairman Bernd Lange.
The leaders reiterated their commitment to early signing and implementation of the India-EU Free Trade Agreement while continuing negotiations on the Investment Protection Agreement and the Geographical Indications Agreement.
The discussions also addressed regulatory cooperation, market access for agricultural products, Carbon Border Adjustment Mechanism (CBAM) issues, Basmati rice exports, steel scrap and other trade facilitation measures. Shri Goyal further proposed dedicated industrial clusters for Belgian companies in India and explored opportunities for defence cooperation in advanced technologies.
Technology Collaboration Takes Centre Stage in Finland
In Finland, the Commerce Minister met Acting Prime Minister and Finance Minister Riikka Purra and Economic Affairs Minister Sakari Puisto to discuss cooperation in emerging technologies.
Artificial intelligence, quantum computing, 6G communications, clean energy, circular economy solutions and advanced manufacturing featured prominently during the discussions.
Recognising the complementary strengths of both nations, the leaders agreed that India’s large talent pool and Finland’s technological expertise could create significant opportunities for joint innovation, research and manufacturing.
Shri Goyal also met senior executives of Nokia and KONE, encouraging them to expand manufacturing, research and development activities, exports and digital infrastructure investments in India. He invited Finnish companies to use India as a global manufacturing and export hub while strengthening partnerships in cloud computing, telecom technologies, data centres and workforce development.
Estonia Deepens Digital Partnership
The Minister concluded his tour in Estonia, marking the first ministerial-level visit from India since the opening of India’s Embassy in Tallinn in 2021.
During talks with Foreign Minister Margus Tsahkna, both countries explored collaboration in digital governance, fintech, cybersecurity, e-residency, emerging technologies and UPI integration. Estonia also expressed strong support for the early implementation of the India-EU FTA and invited India to participate in the Estonia Digital Summit.
At the India-Estonia Business Forum, Shri Goyal encouraged companies from both countries to build partnerships in blockchain, cybersecurity, clean energy and green hydrogen. He also interacted with members of the Indian diaspora and paid tribute at the Mahatma Gandhi statue in Tallinn.
Fresh Momentum for India-Europe Economic Relations
Throughout the tour, Shri Goyal engaged extensively with investors, industry leaders and business associations, highlighting India’s expanding economy, digital public infrastructure, skilled workforce and stable policy framework.
The visit has strengthened India’s engagement with Europe by creating fresh opportunities for technology partnerships, investment flows, resilient supply chains and manufacturing collaboration. The outcomes are expected to improve market access for Indian exporters while opening new avenues for startups, MSMEs and businesses operating in future-oriented sectors, further reinforcing India’s position as a preferred global investment and innovation destination.
