The Government of India has notified the Legal Metrology (Indian Standard Time) Rules, 2026, paving the way for Indian Standard Time (IST) to become the country’s common, legally recognised and traceable time reference.
The rules were notified by the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, on August 27, 2026, and published in the Official Gazette on August 29. They will come into effect 180 days after their publication.
The move is aligned with the Government’s vision of “One Nation, One Time”, aimed at ensuring uniformity in timekeeping across critical infrastructure, digital platforms and services.
Framework for Generation and Dissemination of IST
The new rules establish a comprehensive framework covering the generation, maintenance, dissemination and use of Indian Standard Time.
Under the Legal Metrology framework, the Legal Metrology Department will serve as the regulatory and enforcement authority. The scientific responsibility for maintaining the accuracy and traceability of IST rests with CSIR-National Physical Laboratory (CSIR-NPL), India’s National Metrology Institute.
The initiative is expected to strengthen the reliability of time-dependent systems across the country and encourage wider adoption of a nationally traceable time source.
Accurate Time Critical for Digital Infrastructure
Precise and synchronised time has become essential for modern infrastructure. Telecommunications networks, banking and financial transactions, digital payments, electricity grids, transportation systems, data centres and government information systems all rely on dependable timestamps.
A common national time standard also has significant implications for cybersecurity. Synchronised timestamps allow events occurring across different systems to be accurately correlated, which can assist in detecting, investigating and responding to cyber incidents.
The CERT-In Guidelines on Information Security Practices for Government Entities, 2023, also recommend synchronising information and communication technology systems with standard time sources, including those maintained by NPL and NIC.
CSIR-NPL at the Centre of National Timing System
CSIR-NPL maintains India’s national atomic time scale and generates IST using an ensemble of atomic clocks and a primary frequency standard. The institute continuously maintains IST traceability, at the level of a few nanoseconds, to Coordinated Universal Time (UTC), the international reference maintained by the International Bureau of Weights and Measures (BIPM).
To ensure that the legal recognition of IST is supported by adequate geographical coverage and reliable access, CSIR-NPL, ISRO and the Department of Legal Metrology have established secondary time scales at five Regional Reference Standard Laboratories (RRSLs).
These laboratories, located in Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati, remain continuously traceable to the IST maintained by CSIR-NPL.
Multiple Technologies to Improve Accessibility
India’s national timing architecture allows IST to be distributed through several technologies, depending on the precision required by users.
Network-based protocols such as Network Time Protocol (NTP) and Precision Time Protocol (PTP) can support conventional digital systems, while satellite-based dissemination through NavIC provides another route for accessing Indian Standard Time.
High-precision optical fibre-based technologies, including White Rabbit, are also being tested for applications requiring extremely accurate synchronisation.
The combined infrastructure of CSIR-NPL, NIC, ISRO and the five RRSLs is designed to provide geographical diversity and greater resilience while reducing dependence on a single timing source.
Strengthening National Resilience
The notification of the Legal Metrology (Indian Standard Time) Rules, 2026 represents an important development in India’s efforts to establish a reliable national timing ecosystem.
By providing a legal framework for a common time reference and supporting it with distributed scientific and technological infrastructure, the initiative seeks to improve consistency across digital systems, critical services and cybersecurity operations.
The “One Nation, One Time” approach therefore goes beyond standardising clocks. It establishes the foundation for a traceable, accurate, accessible and resilient national timing infrastructure capable of supporting India’s increasingly digital economy and critical technological systems.
