बल्क ड्रग पार्क के निष्पादन एवं प्रगति की निगरानी के लिए परियोजना समन्वय समिति का गठन किया जाएगा हिमाचल प्रदेश सरकार को केन्द्र सरकार के रसायन एवं उर्वरक मंत्रालय के औषध विभाग से राज्य के बल्क ड्रग पार्क, ऊना के सामान्य बुनियादी ढांचे की सुविधाओं के विकास के लिए 225 करोड़ रुपये के सहायता अनुदान (ग्रांट इन एड) की प्रथम किस्त प्राप्त हुई है।यह सहायता अनुदान भारत सरकार द्वारा वर्ष 2020 में अधिसूचित बल्क ड्रग पार्क प्रोत्साहन योजना के योजना दिशा-निर्देशों के तहत प्रदान किया गया है। मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने राज्य कार्यान्वयन एजेंसी (एस.आई.ए.) के गठन और सहायता अनुदान प्राप्त होने पर प्रसन्नता व्यक्त करते हुए कहा कि बल्क ड्रग पार्क राष्ट्रीय महत्व की परियोजना है और इससे राज्य के फार्मा पारिस्थितिकी तंत्र को मज़बूत करने में मदद मिलेगी।
उन्होंने कहा कि लगभग 8000-10,000 करोड़ रुपये के निवेश और 15,000 से अधिक व्यक्तियों के लिए रोजगार के अपेक्षित अवसर सृजित करने की क्षमता की इस मेगा परियोजना का राज्य सरकार समय पर निष्पादन सुनिश्चित करेगी। राज्य सरकार ने कॉर्पोरेट मामलों के मंत्रालय के साथ ‘हिमाचल प्रदेश बल्क ड्रग पार्क इंफ्रास्ट्रक्चर लिमिटेड’ (एच.पी.बी.डी.पी.आई.एल.) 15 फरवरी, 2023 को पंजीकृत किया है।उन्होंने कहा कि प्रदेश सरकार बल्क ड्रग पार्क के समय पर निष्पादन एवं प्रगति की निगरानी के लिए एक परियोजना समन्वय समिति का गठन करेगी।उन्होंने कहा कि उद्योग विभाग इस पार्क के निर्माण के लिए विद्युत और सड़क के लिए बाहरी बुनियादी ढांचे की योजना पर संबंधित विभागों के साथ कार्य पहले ही पूरा कर चुका है। इस पार्क की बिजली की मांग का अनुमान लगभग 120 मेगावाट है और एपीआई इकाइयों के संचालन के लिए निरंतर बिजली की आपूर्ति की आवश्यकता होगी। निर्बाध विद्युत आपूर्ति के लिए ऊना और टाहलीवाल से दो ट्रांसमिशन लाइनों की योजना बनाई गई है।मुख्यमंत्री ने कहा कि इस परियोजना की पूंजी लागत की आवश्यकता को पूरा करने के लिए तकनीकी और वित्तीय विशेषज्ञता की आवश्यकता होगी। इसके लिए बल्क ड्रग पार्क के विकास, संचालन, रखरखाव और प्रबंधन के लिए रणनीतिक निवेश के दृष्टिगत ट्रांजेक्शन सलाहकार के चयन के लिए निविदा की जा चुकी है। इसके अलावा, बल्क ड्रग पार्क की पर्यावरण संबंधी स्वीकृतियों के लिए सलाहकारों के चयन की निविदा प्रक्रिया भी आरंभ की जा चुकी है।
