Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education, Shri Jayant Chaudhary, has called for a broader understanding of literacy that goes beyond reading and writing, emphasising the role of education in building confidence, creativity, dignity and responsible citizenship.
Addressing the national-level celebration of International Literacy Day 2026 in New Delhi, the Minister said the ULLAS initiative was helping learners gain confidence and dignity while opening avenues for their meaningful participation in society. He stressed that children should be encouraged to embrace creativity and calculated risk-taking so that they can contribute to building a stronger and more innovative nation.
Literacy Must Go Beyond Reading and Writing
Shri Chaudhary said literacy in the modern era needs to encompass a wider range of capabilities. Along with foundational reading and writing skills, learners should develop the ability to understand and apply knowledge in practical situations.
He highlighted financial literacy and digital literacy as increasingly important components of education. According to him, education should ultimately empower individuals to improve their economic well-being, contribute to sustainable development and participate actively and responsibly in society.
The Minister also underlined the need to reimagine education as a means of empowerment rather than merely a process of acquiring information. He said learners must be equipped with the confidence and skills required to apply their knowledge in a rapidly changing world.
Focus on Curiosity, Critical Thinking and Creativity
The Minister placed particular emphasis on nurturing curiosity and critical thinking among young people. He encouraged students and educators to question established ideas, think differently and develop creative approaches to emerging challenges.
He said education should create an environment where learners are encouraged to explore new possibilities and develop the confidence to turn their ideas into meaningful action. Such qualities, he noted, would be essential for India’s development and for preparing the younger generation to meet the demands of the future.
Tripura Achieves 95.6% Literacy Rate
Speaking at the event, Tripura Chief Minister Prof. (Dr.) Manik Saha said collective efforts by the state had enabled Tripura to achieve a 95.6% literacy rate, surpassing the benchmark prescribed by the Government of India for being recognised as fully literate.
He said the Tripura government would continue working to bring the state’s dropout rate down to the lowest possible level over the next three to four years.
The celebration was attended by several state education ministers, including Himachal Pradesh Education Minister Shri Rohit Thakur, Uttarakhand Education Minister Dr. Dhan Singh Rawat, Mizoram Education and ICT Minister Dr. Vanlalthlana and Sikkim Minister for School, Higher and Technical Education Shri Raju Basnet.
Secretary, Department of School Education & Literacy (DOSEL), Shri T. K. Anil Kumar, Additional Secretary Ms. Archana Sharma Awasthi and senior ministry officials also participated in the programme.
ULLAS Mela to Showcase Literacy Initiatives
The national event formed part of a two-day International Literacy Day 2026 celebration organised under the aegis of the Department of School Education & Literacy. This year’s theme is “Literacy for people, the planet and prosperity.”
An ULLAS Mela will be organised at the National Bal Bhawan as part of the celebrations. Participants from 29 States and Union Territories, including neo-literates and volunteer teachers, will get an opportunity to present their experiences, innovations, achievements and best practices.
Literacy Fortnight Across the Country
The Ministry of Education is observing Literacy Fortnight from September 1 to 14, 2026, with programmes being conducted across the country. The initiative includes workshops, seminars, gram panchayat-level activities, rallies, street plays, registration drives, social media campaigns and other outreach programmes.
The campaign seeks to encourage widespread public participation and strengthen the spirit of ‘Kartavyabodh’ and ‘Janbhagidari’ in literacy efforts. Through ULLAS – Nav Bharat Saaksharta Karyakram, the government aims to advance the vision of “Jan Jan Saakshar” and create a society where people have access to foundational literacy, lifelong learning and opportunities for personal and economic advancement.
