नाहन: आम आदमी पार्टी के साथ किसान विंग के प्रदेश अध्यक्ष अनिदर सिंह नॉटी ने मुख्यमंत्री जयराम ठाकुर को ईमेल के माध्यम से एक ज्ञापन भेजा। जिसमें कहा गया कि भारतीय खाद्य निगम पूरे भारतवर्ष में अधिकतर जगह राज्यों की स्थानीय खरीद एजेंसियों के माध्यम से ही फसलों की खरीद करता है। इस से जहां प्रक्रिया सरल रहती है वही किसानों को भी अपनी फसल है की बिक्री में अधिक आसानी रहती है। केएमएस सीजन में 2021 में भी राज्य के खाद्य आपूर्ति निगम को कुछ सेंटर पर खरीद करनी थी लेकिन स्टाफ की कमी जैसे कई बहाने बाजी से निगम ने अपने पांव पीछे खींच लिए और इसके कारण अनेक जगह किसानों को भारतीय खाद्य निगम की खरीद की प्रक्रिया जटिलता और तालमेल के अभाव के कारण दिक्कतों का सामना करना पड़ा।

इस वर्ष 17 अगस्त 2022 को शिमला में कृषि सचिव हिमाचल प्रदेश सरकार राकेश कंवर की अध्यक्षता में भारतीय खाद्य निगम, राज्य खाद्य आपूर्ति निगम और विभाग,कृषि उपज मंडी समिति सहित अनेक विभागों के उच्च अधिकारी मौजूद रहे जहां यह फैसला लिया गया था कि हिमाचल प्रदेश में कुल दस में से चार खरीद केंद्र पर खरीद राज्य की एजेंसी यानी खाद्य आपूर्ति निगम करेगा। इसके बारे में विस्तृत चर्चा के बाद मीटिंग का पूर्ण विवरण प्रधान सचिव कृषि आरडी नजीम द्वारा हस्ताक्षरित चिट्ठी से जारी किया गया था।15 सितंबर को दोबारा जब इन विभागों और अधिकारियों की मीटिंग हुई तो खाद्य आपूर्ति निगम एवं विभाग ने साफ तौर से खरीद प्रक्रिया में शामिल होने से इंकार कर दिया जो प्रदेश के किसानों के हित में नहीं है क्योंकि एक महीने का वक्त विभाग और निगम को खरीद की तैयारियां शुरू करने के लिए भारतीय खाद्य निगम द्वारा दिया गया था और उनके इस गलत फैसले से खरीद प्रक्रिया पूरी तरह से प्रभावित होगी या समय से शुरू नहीं हो पाएगी। ज्ञापन में बताया गया कि पांवटा साहब क्षेत्र में पूरे हिमाचल प्रदेश का सबसे अधिक धान होता है तथा वर्ष 2021 में भी धान की सबसे अधिक खरीद दो खरीद केंद्रों हरिपुर टोहाना तथा पीपलीवाला में हुई थी।। इस वर्ष पांवटा साहब का एक केंद्र पीपलीवाला बंद करते हुए इसको काफी दूर धौला कुआं में स्थानांतरित कर दिया गया है। अब एकमात्र हरिपुर टोहाना मंडी में किसानों को अपने धान की फसल बेचने का कई कई दिन इंतजार करना पड़ेगा। बहुत किसानों के पास अपना ट्रैक्टर और ट्राली तक नहीं है वह किराए के साधन से अपनी फसल लेकर पहुंचते हैं उनका खास तौर पर भारी नुकसान इस वजह से होगा।
राज्य सरकार की एजेंसियों के लापरवाह रवैए के कारण पिछले वर्ष भी पांवटा साहब क्षेत्र के किसानों को भारी दिक्कत का सामना करना पड़ा था और इस बार स्थिति उससे भी गंभीर दिखाई दे रही है।अतः आपसे समय रहते खाद्य आपूर्ति विभाग और निगम राज्य कृषि उपज मंडी समिति को सख्त निर्देश देने का आह्वान किया जाता है ताकि वह अपने वातानुकूलित दफ्तरों से बाहर निकल कर किसानों के प्रति अपने कर्तव्यों का जिम्मेदारी से निर्वहन करें अन्यथा हिमाचल प्रदेश तथा पांवटा साहब में इस बात को लेकर किसानों में भारी रोष व्याप्त हो रहा है। ज्ञापन में मांग की गई कि इस बाबत संबंधित विभाग व कृषि उपज मंडी को उचित दिशा निर्देश जल्द जारी किए जाए । इस मौके पर स्थानीय किसान जसविंदर सिंह बिलिंग, गुरजीत सिंह नबरदार, चरणजीत जैलदार, परमजीत बंगा, हरबंस सिंह सैनी, जुल्फकार अली, अरशद अली, कमल चौधरी, वचित्र चौधरी, भूपिंदर सिंह मौजूद रहे।
