Punjab Partners with NLDSL to Accelerate Digital Logistics Through ULIP

Punjab has taken a significant step towards modernising its logistics infrastructure by signing a Memorandum of Understanding (MoU) with NICDC Logistics Data Services Limited (NLDSL). The agreement, signed on July 7, 2026, aims to strengthen the state’s logistics ecosystem through the adoption of the Unified Logistics Interface Platform (ULIP), enabling seamless data sharing, improved operational efficiency and smarter policy decisions.

The initiative is expected to provide a major boost to industries, micro, small and medium enterprises (MSMEs), exporters and logistics service providers by creating a digitally connected and data-driven logistics network.

Digital Push for Punjab’s Logistics Ecosystem

The partnership seeks to integrate logistics-related data across multiple government departments using ULIP, a national digital platform designed to facilitate secure and real-time exchange of logistics information through application programming interfaces (APIs).

By connecting various departments and stakeholders on a single digital platform, Punjab aims to improve supply chain visibility, enhance transparency and support quicker decision-making. The collaboration is also expected to strengthen coordination among government agencies, reduce inefficiencies and improve the ease of doing business in the state.

Officials believe that a digitally integrated logistics system will further reinforce Punjab’s position as an important manufacturing, agricultural and export hub.

ULIP Driving Data-Driven Logistics

ULIP has emerged as a key component of India’s digital logistics ecosystem by bringing together logistics data from multiple government systems under one interface.

The platform currently integrates 46 systems across 12 Central Ministries and Departments through 142 APIs, covering more than 2,000 data fields. Its extensive digital network has enabled the development of over 260 applications while facilitating more than 450 crore API transactions, reflecting its scalability and reliability.

With access to real-time logistics information, businesses can improve shipment tracking, optimise operations and reduce delays, while government departments can make informed policy and infrastructure decisions based on accurate data.

Workshop Highlights Practical Applications

Following the signing of the MoU, NLDSL organised an interactive workshop for senior officials from several Punjab government departments, including Transport, Warehousing, Food, Civil Supplies & Consumer Affairs, Public Works Department and Civil Aviation.

The session focused on identifying state-specific applications of ULIP that could address logistics bottlenecks, improve supply chain efficiency and support economic growth.

During the workshop, NLDSL demonstrated several of its flagship digital solutions. These included the Logistics Data Bank (LDB), which offers container tracking services, the Koyla Shakti Smart Coal Analytics Dashboard, Track Your Transport (TYT), the Transport Management System (TMS) and the Logistics e-Marketplace (LeMP).

These platforms showcased how digital technologies can improve asset monitoring, transport planning, inter-agency coordination and evidence-based governance.

Senior Officials Witness MoU Signing

The agreement was signed in the presence of Punjab’s Minister of Industries & Commerce, Shri Aman Arora.

Chief Executive Officer of NLDSL, Shri Takayuki Kano, and Director of Industries & Commerce, Government of Punjab, Shri Jaspreet Singh, IAS, formally signed the MoU. The event was also attended by Administrative Secretary of Industries & Commerce, Government of Punjab, Shri Gurkirat Kirpal Singh, IAS.

The initiative is being implemented under the guidance of Shri Rajat Kumar Saini, IAS, Chief Executive Officer and Managing Director of the National Industrial Corridor Development Corporation (NICDC) and Chairman of NLDSL.

Supporting India’s Industrial Growth Vision

NLDSL functions as the logistics technology arm of NICDC and has been playing an important role in digitising India’s logistics sector since its establishment in December 2015. It operates as a joint venture between NICDC Industrial Development Trust (NICDIT) and Japan’s NEC Corporation.

The organisation has developed several digital platforms aimed at improving logistics efficiency, transparency and connectivity across the country.

Meanwhile, NICDC continues to lead India’s industrial infrastructure development by creating Greenfield Industrial Smart Cities equipped with integrated plug-and-play facilities. Building on the progress of 20 industrial smart cities, the corporation is now implementing the Bharat Audyogik Vikas Yojana (BHAVYA), which envisions the development of 100 investment-ready industrial parks with an outlay of ₹33,660 crore.

NICDC is also overseeing strategic national initiatives such as PM MITRA Mega Textile Parks and the India Industrial Land Bank, further supporting industrial expansion and economic growth.

The latest partnership with Punjab reflects the growing emphasis on digital governance and technology-driven logistics, reinforcing India’s broader objective of creating an efficient, integrated and globally competitive supply chain ecosystem.
