In a major push to strengthen India’s industrial infrastructure and attract large-scale investments, Union Minister for Commerce and Industry, Shri Piyush Goyal, on Monday launched the BHAVYA Portal, marking a significant milestone in the implementation of the Bharat Audyogik Vikas Yojana (BHAVYA).
The BHAVYA Scheme, approved by the Union Cabinet with an outlay of ₹33,660 crore, aims to establish 100 investment-ready industrial parks across the country over the next six years. The initiative is designed to create integrated industrial ecosystems equipped with modern infrastructure, multimodal connectivity, digital governance systems, and sustainable development features.
Speaking at the launch event in New Delhi, Shri Goyal said the scheme would follow a competitive selection process under which States and Union Territories will submit detailed project proposals highlighting their industrial strengths, land availability, investor interest, and sector-specific potential. The objective is to ensure that industrial parks are tailored to the requirements of various industries, including manufacturing, chemicals, data centres, and emerging technology sectors.
The Minister emphasized that the parks will be developed as plug-and-play industrial hubs, enabling investors to start operations quickly without facing lengthy land acquisition and approval processes. He noted that investors will be able to access comprehensive information regarding land availability, connectivity, infrastructure facilities, and project status through digital platforms, allowing them to make informed investment decisions.
Under the scheme, State Governments will provide land, while infrastructure development will be supported by the Government of India through the National Industrial Corridor Development Corporation (NICDC). The partnership model will involve a 51:49 participation framework between NICDC and the respective States.
The industrial parks will offer key infrastructure facilities such as assured power and water supply, road and rail connectivity, clear land titles, digital single-window clearances, and, wherever feasible, air connectivity. The government is also exploring provisions for startup zones, deep-tech enterprises, research and development facilities, and innovation-focused businesses within these parks.
Highlighting the government’s vision for attracting global investments, Shri Goyal said dedicated areas could be developed for Global Capability Centres (GCCs), worker housing, and social infrastructure. He also indicated the possibility of establishing international industrial enclaves in collaboration with countries such as Japan, Singapore, South Korea, and Switzerland to provide a familiar business environment for foreign investors and professionals.
The Minister expressed confidence that the scheme would generate significant direct and indirect employment opportunities while strengthening India’s position as a preferred global manufacturing destination. He stated that the ₹34,000 crore investment by the Centre is expected to catalyse substantial domestic and foreign investments across multiple sectors.
The BHAVYA Portal, developed by NICDC, will serve as the single digital platform for the entire project lifecycle. It will facilitate the submission of Detailed Project Reports (DPRs), project evaluation, appraisal, approval processes, and real-time monitoring of implementation progress. The portal is expected to enhance transparency, accountability, and coordination among all stakeholders involved in the scheme.
Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Shri Amardeep Singh Bhatia, highlighted the importance of robust digital systems in ensuring effective programme management. He noted that the portal would streamline project implementation and accelerate the operationalisation of industrial parks nationwide.
NICDC CEO and Managing Director Shri Rajat Kumar Saini said the portal has been designed to support end-to-end project management while providing real-time visibility into project execution and performance.
Applications received between June 1 and July 31 will be considered for the first phase involving 20 industrial parks, while an additional 30 parks will be selected from applications submitted by September 30. Future phases will be rolled out based on the experience gained during the initial implementation stages.
The launch of the BHAVYA Portal follows the recent release of operational guidelines and extensive consultations with States and Union Territories. The initiative is expected to play a pivotal role in advancing India’s industrial growth, boosting manufacturing competitiveness, and supporting the vision of Viksit Bharat 2047.
